农地连片经营的理论逻辑和实践探索——以淮南市“小田并大田”为例

摘　　要：实现农地连片经营是现代农业发展的重要内容。本文以淮南市“小田并大田”实践为例,探讨如何有效实现农地连片经营。研究发现,通过承包权不变、经营权流转,以行政村为单位成立以新型农业经营主体为核心的农事服务中心,促成土地规模经营和服务规模经营相结合,实现农地连片经营。但是,要充分考虑小农户和新型农业经营主体的异质性,因地制宜制定差异化的政策措施,引导不同主体优化行为选择,实现个体理性和集体理性的统一。研究表明,应健全承包地经营权流转管理服务制度,推动先进生产要素与连片农地创新配置,提升农业新质生产力并延伸农业产业链;同时,将新型农业经营主体扶持政策同联农带农助农增收相结合,逐渐将小农户纳入农业产业分工体系,保障小农户在农地连片经营中的合理收益,实现农地连片经营有效推进。Achieving contiguous farmland management is an important part of the development of modern agriculture.Taking the practice of "merging small plots into large plots" in Huainan City as an example,this paper explores how to effectively achieve contiguous farmland operation.The study finds that through the unchanged contract rights and the transfer of management rights,administrative villages establish agricultural service centers with new agricultural business entities as the core,facilitating the combination of large-scale land management and large-scale service management,and thus realizing contiguous farmland management.However,it is necessary to fully consider the heterogeneity of small-scale farmers and new agricultural business entities,formulate differentiated policy measures according to local conditions,and guide different entities to optimize their behavioral choices,so as to achieve the unity of individual rationality and collective rationality.The research shows that it is necessary to improve the management and service system for the transfer of the management rights of contracted farmland,promote the innovative allocation of advanced production factors and contiguous farmland,enhance the new quality productivity of agriculture,and extend the agricultural industrial chain.At the same time,it is necessary to combine the support policies for new agricultural business entities with the promotion of rural connectivity,farmer support,and income increase,gradually incorporate small-scale farmers into the agricultural industrial division system,ensure the reasonable income of small-scale farmers in contiguous farmland management,and effectively promote the realization of contiguous farmland management.
