摘　　要：新时代新征程需要以深化农村改革开创全面深化改革新局面。谋划新发展阶段深化农村改革,需要聚焦应对中长期农业农村现代化挑战,满足推进城乡融合发展的体制机制创新需求,推动粮食安全战略适时转向食物安全战略,增强要素优先投入的内源动力,重塑乡村产业融入经济循环的升级路径,创建适应新质生产力发展的创新体系,建立匹配农村现代化和城乡融合的治理架构。短期内,聚焦完善推进乡村全面振兴的体制机制,以“一主线两支柱一融合”为深化农村改革战略布局,探索中国特色农业农村现代化制度体系。一是统筹发挥土地生产要素和兜底保障功能,健全农村土地权利分置和权能配置制度,推进城乡土地要素市场有效衔接,探索保障农民在城乡“两栖”流动的制度机制;二是健全中国特色农业现代化制度,增强农业强国中国特色与共同特征的内在联系;三是探索中国特色农村现代化方案,建立乡村产业振兴、农民全面发展、内生型乡村建设、城乡融合发展、乡村治理赋能的推进机制;四是统筹新型工业化、新型城镇化与乡村全面振兴,坚持科学的改革方法论,推进农业现代化与农村现代化融合发展。Deepening rural reform is critical to create a new situation of comprehensive deepening reform on the new journey in the new era.To strategize the deepening rural reform in the new development phase,it is essential to focus on the challenges of agricultural and rural modernization in the mid and long-term,meet the needs of institutional mechanism innovation for promoting urban-rural integration development,promote grain security strategy timely shift to food security strategy,enhance the internal driving force of factor priority investment,reshape the upgrading path of rural industries into the economic cycle,create an innovative system adapted to the development of new quality productive forces,and establish a governance structure matching rural modernization and urban-rural integration.In the short term,the focus should be on refining the institutional mechanisms to advance the all-around rural revitalization,deepen rural reform under the strategic layout of"one main line,two pillars and one integration",and explore the institutional system for agricultural and rural modernization with Chinese characteristics.Firstly,coordinate the dual functions of land as production factors and bottom guarantee,strengthen the system for rural land rights sepration and power improvement,promote the effective connection of urban and rural land factor markets,and explore the institutional mechanisms to ensure the free flow of farmers between urban and rural areas;Secondly,improve the system of agricultural modernization with Chinese characteristics,and enhance the internal relationship between the Chinese characteristics and common characteristics in building an agricultural powerhouse;Thirdly,explore the rural modernization plan with Chinese characteristics,and establish a promotion mechanism for rural industrial revitalization,farmers'all-round development,rural endogenous construction,urban-rural integrated development,and rural governance empowerment;Finally,coordinate the new industrialization,new urbanization,and all-aroun
