摘　　要：加快规划建设新型能源体系是党的二十大作出的重大战略部署。能源综合效率提高、技术装备水平进步、能源市场化程度增加、国际合作水平提高共同构成了新型能源体系建设的现实基础。我国能源领域仍面临能源治理体制机制有待深化、油气自主供给能力不足、油气储备和调峰能力建设滞后、电力系统灵活性不够的现实问题,要求通过新型能源体系建设来促进能源安全、能源产业协调发展、能源绿色化转型、技术创新发展、体制机制改革创新。改革创新体制机制、优化发展环境,守住安全底线、保证有序推进,提高能源效率、保证发展质量,提高新型能源产业发展、夯实产业基础为新型能源体系建设提供路径支持。Accelerating the planning and construction of a new energy system is a major strategic deployment made by the 20th National Congress of the Communist Party of China.The improvement of overall energy efficiency,the advancement of technology and equipment,the increasing marketization of energy,and the improvement of international cooperation together form the practical foundation for the construction of a new energy system.China's energy sector still faces practical problems such as the need to deepen the energy governance system and mechanisms,insufficient capacity for independent supply of oil and gas,lagging oil and gas reserves and peak shaving capabilities,and insufficient flexibility in the power system.This requires promoting energy security,coordinated development of the energy industry,green transformation of energy,technological innovation,and reform and innovation of mechanisms and systems through the construction of a new energy system.Reform and innovate the system and mechanism,optimize the development environment,hold the bottom line of safety,ensure orderly progress,improve energy efficiency,ensure the quality of development,improve the development of new energy industry,and consolidate the industrial foundation to provide path support for the construction of new energy system.
