摘　　要：缓解能源价格扭曲、深化能源价格改革以推动绿色发展对实现“双碳”目标具有重要的研究价值与现实意义。从能源价格视角出发,分别用生产函数法、Super-SBM模型对我国30个省份2000—2021年能源价格扭曲程度和绿色发展水平进行测算,进一步采用Tobit模型和中介效应模型探讨能源价格扭曲影响绿色发展的内在机理。研究发现:各省区市能源价格扭曲呈现下降的趋势,地区经济发展水平越高,能源价格扭曲程度越低;能源价格扭曲会阻碍绿色发展,长期阻碍作用比短期更明显,中部地区比东西部地区的阻碍作用更严重,碳排放递增区比递减区的阻碍作用更严重;能源效率能够在一定程度上缓解能源价格扭曲对绿色发展的负面影响。根据研究结果从深化能源价格市场化改革、提高能源效率、实施差异化策略等方面提出政策建议。Mitigating energy price distortions and deepening energy price reforms to promote green development hold significant research value and practical implications for achieving the"dual carbon"targets.From the perspective of energy prices,this study employs the production function method and the Super-SBM model to measure the degree of energy price distortions and the level of green development across 30 provinces in China from 2000 to 2021.Further,the Tobit model and mediation effect model are adopted to explore the internal mechanisms through which energy price distortions affect green development.The findings indicate that energy price distortions in various provinces and municipalities demonstrate a declining trend,with higher levels of regional economic development associated with lower degrees of energy price distortions.Energy price distortions hinder green development,with the long-term hindrance being more pronounced than short-term hindrance,and the hindrance being more severe in central regions compared to eastern and western regions,as well as in areas with increasing carbon emissions compared to areas with decreasing emissions.Energy efficiency can,to a certain extent,alleviate the negative impact of energy price distortions on green development.Based on these findings,policy recommendations are proposed in terms of deepening market-oriented reforms of energy prices,improving energy efficiency,and implementing differentiated strategies.
