多元共治、制度驱动与价值融合:易地扶贫搬迁社区治理有效的实现路径——基于复合治理的模糊集定性比较分析

摘　　要：治理有效是易地扶贫搬迁社区治理转型的价值旨归,现有“边缘治理”模式与复杂治理情境间存在的主体、需求与价值维度张力阻碍了治理有效的实现。平衡治理结构、治理过程与治理价值三维张力的复合治理是创新治理模式的一种本土理论视角,基于“结构-过程-价值”分析框架对2020年以来34个易地扶贫搬迁社区治理案例进行模糊集定性比较分析(fsQCA),深入剖析社区治理有效的影响因素与实现路径。社区治理有效受到主体共治、制度耦合、机制联动、工具组合与价值集合五个因素的交互影响,并通过三条组合路径实现:机制联动依托的多元共治型路径、价值集合导向的制度驱动型路径、工具组合基础的价值融合型路径。发挥党组织核心作用的多元主体共治结构、驱动需求有序流动的耦合制度治理过程、采用多种治理工具整合的融合治理价值能分别回应主体博弈、需求交织、价值多元的复杂治理情境,为实现治理有效为价值基准、超越城乡双轨施行的治理模式理论创新奠定了坚实基础,推动易地扶贫搬迁社区融入新型城镇化和城乡融合发展进程。Effective governance is the ultimate value goal of the governance transformation in relocated communities.The existing"marginal governance"model,with its tension across subjects,needs,and value dimensions in complex governance contexts,obstructs the realization of effective governance.The compound governance,which balances the three-dimensional tensions of governance structure,process,and value,presents a local theoretical perspective for innovative governance models.Based on the"structure-process-value"analytical framework,a fuzzy-set qualitative comparative analysis(fsQCA)of 34 relocated community governance cases since 2020 was conducted,thoroughly examining the influencing factors and realization paths of effective community governance.Community governance effectiveness is influenced by the interaction of five factors:subject co-governance,institutional coupling,mechanism linkage,tool combinations,and value integration.Three paths to achieving effective community governance were identified:a multi-subject co-governance path based on mechanism linkage,an institution-driven path guided by value integration,and a value fusion path grounded in tool combinations.The multi-subject co-governance structure that emphasizes the core role of party organizations,the coupled institutional governance process that drives the orderly flow of demands,and the integrated governance value achieved by employing various governance tools can effectively address the complex governance scenarios involving subject competition,intertwined demands,and diverse values.This lays a solid foundation for the theoretical innovation of governance models that prioritize effective governance as the value benchmark,transcending the dual-track urban-rural governance system,and promotes the integration of relocated communities into the process of new-type urbanization and rural-urban integration development.
