摘　　要：通过欧洲建筑遗产保护的理论溯源与观念回顾,探讨比利时在遗产保存、修复、改造与再利用等多目标干预制度体系的独特性和先进性,系统地梳理比利时建筑遗产保护制度体系下的遗产管理局/城市局、皇家古迹与景观委员会、古迹监护机构、荷语鲁汶大学雷蒙·勒麦尔国际保护中心及联合国教科文组织文物古迹与遗址预防性保护、监测和维护教席、皇家文化遗产研究所等机构在政策制定、决策审查、专业运维、学术研究、技术支持等环节的制度角色,讨论各参与方工作联系中的统筹与制衡,为我国建筑遗产保护与管理的专业化认知、规范化管理和科学化实践提供借鉴。As a federal state,Belgium’s architectural heritage conservation system is divided into the national level and the three regions of Flanders,Wallonia,and Brussels.Each region has its unique characteristics in policy formulation,technical support,and practical models.The Royal Institute for Cultural Heritage at the national level provides research and technical support,while independent heritage management agencies in each region implement policies to ensure the preservation,restoration,and reuse of architectural heritage.Belgium’s heritage conservation system is centered around multi-stakeholder participation and technical support,emphasizing comprehensive collaboration from research to practice.One of the distinctive features of Flanders is its heritage monitoring system,which mitigates building degradation through regular inspections and minor repairs,ensuring continuous protection of heritage sites.Additionally,there is a strong emphasis on academic research and technological innovation,with organizations such as the Raymond Lemaire International Centre for Conservation and UNESCO Chair on Preventive Conservation playing significant roles in thisfield.The Brussels region emphasizes the integration of heritage conservation with modern urban development,focusing on not only the preservation of historical buildings but also their functionality within contemporary urban settings.The Royal Commission on Monuments and Landscapes provides decision-making oversight for heritage conservation projects,offering professional advice to ensure legal compliance with protective measures.Wallonia focuses on the continuity of local history and community involvement,ensuring that heritage conservation retains local distinctive characteristics and cultural transmission.Overall,the strength of Belgium’s architectural heritage conservation system lies in its clear division of labor and close collaboration,with both government and non-governmental organizations involved,ensuring a balance between heritage conservation and urba
