摘  要:自2013年海绵城市建设理念首次提出以来,北京市紧紧围绕首都城市战略定位,坚持“源头减排、过程控制、系统治理”思路,逐步补足基础设施短板、不断完善机制体制、强化雨水径流管控。在试点区带动下,北京市的海绵城市已经步入全域系统化推进、精细化管控阶段。截至2022年12月,北京市建成区年径流总量控制率在70%以上的区域面积达444.39 km^(2),形成“大、小海绵体”相互融合的整体格局,绿地、天然水体与源头透水铺装、绿化屋顶等可渗透面积占比约40%。实践表明,海绵城市建设对控制降雨径流、缓解积水内涝、汛期面源污染控制等方面成效显著,有力保障了首都水安全、改善了河湖水环境、提升了市民满意度。Since the concept of sponge city was first proposed in 2013,Beijing has been focusing on the strategic positioning of the capital city,adhering to the concept of“emission reduction at the source,process control,and systematic governance”.The city has gradually addressed infrastructure deficiencies,continuously improved mechanisms and systems,and strengthened the management and control of rainwater runoff.Driven by the pilot areas,Beijing’s sponge city has entered the phase of comprehensive systematization and refined management.As of December 2022,the area of Beijing built up areas with an annual runoff control rate of over 70%has reached 444.39 km^(2),forming an overall pattern of big and small sponges integration,with the permeable areas of green spaces,natural water bodies,and source permeable pavement,and green roof accounting for about 40%.The sponge city construction has achieved remarkable results in controlling rainfall runoff,alleviating waterlogging,and managing non‑point source pollution during the flood season.These efforts have contributed to ensuring water safety in the capital,improving the water environment of rivers and lakes,and enhancing citizen satisfaction.
