横琴排水系统精细化运维管养的思路及实践

摘　　要：针对城市排水系统普遍存在的“重建设、轻管养”问题,以横琴粤澳深度合作区排水系统管养运维为例,总结自2019年接收管养该系统以来的实践经验,运用系统调理思维,秉持“运维为主导,工程协同推进”的治理思路,分三个阶段稳步渐进,逐渐建立起1套以“巡、检、养、修”为核心的长效运维管养机制,实现了对横琴排水系统的全生命周期长效维护,同时通过推进排水信息化建设,达到排水管理提质增效的目的。In view of the common problem of“value construction,despise maintenance”of urban drainage system,taking the drainage system operation and maintenance management of Guangdong Macao In‑depth Cooperation Zone in Hengqin as an example,the experience since the system was taken over in 2019 is summarized.With the system adjusting thought and adhering to the governance idea of“operation and maintenance as the leading,engineering coordinated promotion”,the system progressed steadily in three phases.A set of long‑term operation,maintenance and repair mechanism with the core of“inspection,checking,maintenance and repair”was gradually established to realize the long‑term maintenance of the whole life cycle of the drainage system in Hengqin.At the same time,through the promotion of drainage information technology construction,the purpose of drainage management to improve quality and efficiency is achieved.
