我国养老机构资源配置效率及空间分布趋势研究

摘　　要：养老机构作为我国养老服务体系的重要支撑,其资源配置的科学性直接关系到养老服务的质量和效果。基于2023年《中国统计年鉴》和《中国民政统计年鉴》中养老机构相关数据,运用三阶段DEA模型测算我国31个省(区、市)养老机构资源配置效率,结合空间自相关模型分析养老机构资源配置效率的空间分布趋势。研究发现,我国养老机构资源利用效率被高估且投入冗余受环境因素影响;规模效率是影响我国养老资源配置效率的主要因素;养老机构资源配置空间分布不均且冷热点显著。基于此,政府应因地制宜,为养老机构营造良好的外部发展环境;提质增效,推动养老机构规模发展;多措并举,实现养老资源合理空间布局。As the important support for China s elderly care service system,the scientific allocation of resources in elderly care organizations directly affects the quality and effectiveness of elderly care service.Based on the data related to elderly care organizations in the 2023 China Statistical Yearbook and China Civil Affairs Statistical Yearbook,a three-stage DEA model is used to calculate the resource allocation efficiency of elderly care organizations in 31 provinces(cities,districts)in China,and a spatial autocorrelation model is used to analyze their spatial distribution trend.The authors have found that the resource utilization efficiency of elderly care institutions in China is overestimated and investment redundancy is influenced by environmental factors;Scale efficiency is the main factor affecting the efficiency;The spatial distribution of resource allocation is uneven and there are significant hot and cold spots.Accordingly,the government should tailor measures to local conditions and create a favorable environment for the development of elderly care organizations;Improve their quality and efficiency,promote the scale development;Take multiple measures to achieve a reasonable spatial layout of elderly care resources.
