摘　　要：全球进入“风险社会”时代,城市逐渐成为各类新型风险和复合型危机的聚集地。提升应急组织韧性是韧性安全城市建设的关键议题。应急组织韧性的情境因素是高度不可预期性风险,其目标是确保组织实现整体上的可持续运行。据此,聚焦狭义层面的组织韧性,构建了包括结构弹性、资源冗余、学习认知三个维度的评估体系,提出了韧性预案建设的基本原则、思路及步骤。The world has entered the era of"risk society",and cities have gradually become gathering places for various new types of risks and complex crises.Enhancing the resilience of emergency organizations is a key issue in the construction of resilient and safe cities.The situational factor of emergency organization resilience is highly unpredictable risk,and its goal is to ensure the overall sustainable operation of the organization.Based on this,this article focuses on organizational resilience at a narrow level and constructs an evaluation system that includes three dimensions:structural elasticity,resource redundancy,and learning cognition.Also the basic principles,ideas,and steps for building resilience plans are proposed.
