面向精细化治理的城市人口数字映射及其民生应用实践探索

摘　　要：精细化治理是解决存量时代复杂性城市问题的根本思路,而全面、真实、准确地映射城市人口及其多元诉求,是实现城市精细化治理的重要基础。城市数字孪生目前在人口映射方面缺乏足够的精度,较难为城市治理实践提供精准、精细的人口底数支撑。基于在上海、杭州等地的数字城市实践项目及经验总结,提出运用跨部门政务大数据实现城市人口数字映射,并凝练出“五步走”的创新思路,包括:建立空间底图、映射分户数据、挂接人口空间、实现人口画像和架构应用平台。实践方面,针对当前大城市面临的“入园入学信息差”、“帮扶政策实施难”、“基层医疗覆盖不足”等三个典型民生问题,运用不同方式的人口数字映射逻辑和精细化治理思路,开发了不同类型的数字城市应用平台。这些应用实践验证了人口底数映射在现实世界中的实用价值和社会效益。Refined governance is the fundamental approach to addressing complex urban issues in the era of stock growth.A comprehensive,authentic,and accurate mapping of the city population to reflect human-centered needs is vital for achieving refined urban governance.Currently,urban digital twins lack sufficient research in population mapping,making it challenging to provide precise and detailed population data to support refined governance.Based on our practical explorations and experiences in the digital cities of Shanghai and Hangzhou,we propose a new"Five-Step"approach to urban population mapping using government big data:"Establish a spatial base map-Map household data-Link population spatial data-Achieve population profiling-Build an application platform."This explores application transformation in response to demands for refined livelihood governance.By focusing on three typical urgent livelihood issues:"disparities in school enrollment information,""diffculty in implementing aid policies,"and"insufficient grassroots medical coverage":we construct digital applications.These applications test the practical value and social effects of mapping population through real-world implementation.
