摘 要:城市群是生产要素在区域空间的高度聚集,代表着一个国家(地区)城市化的最高水平。随着空间生产与生产要素的流动性、自发性和易变性,城市化催生出“行政空间”与“事实空间”“行政城市”与“实体城市”空间治理的边界冲突,亦构成城市治理“不充分”“不完全”“不均衡”的肇始。粤港澳大湾区是我国城市群高质量发展的试点单元,以提高空间资源配置效率和提升城市人居服务体验作为城市治理变革的理念指引。采用“行政空间”-“事实空间”-“价值空间”的驱动路径,通过跨边界治理架构、多界别规则衔接、规划协同整合、新技术方案应用等方式,推进“重事实”“淡边界”“重人居”的治理思路变革。这种治理思维的变革不仅消弭城市边界壁垒带来的治理缝隙,提升城市公共产品的空间配置效率,提高城市群经济社会的运行质量,也促进城市群内空间公共价值凝聚,更推动了一个多制度并存的区域性“超级城市”的产生。Urban agglomerations are a high concentration of production factors in regional space and represent the highest level of urbanization in a country(region).With the mobility,spontaneity and volatility of spatial production and production factors,urbanization has given rise to conflicts between the boundaries of spatial governance of"administrative space"and"de facto space",administrative city"and"physical city".The conflict between the boundaries of spatial governance of"administrative space"and"de facto space","administrative city"and"physical city"also constitutes the beginning of the"insufficiency","incompleteness"and"imbalance"of urban governance.It also constitutes the beginning of the"insufficiency","incompleteness"and"imbalance"of urban governance.The Guangdong-Hong Kong-Macao Greater Bay Area is a pilot unit for the high-quality development of China's urban agglomerations,and the concepts of improving the efficiency of spatial resource allocation and upgrading the experience of urban human services are the guiding concepts of urban governance change.It adopts the driving path of"administrative space"-"de facto space"-"value space",through the cross-boundary It adopts the driving path of"administrative space"-"factual space"-"value space",and promotes the change of governance mindset of"emphasizing facts","lightening boundaries"and"emphasizing human settlements"through cross-boundary governance structure,articulation of multi-sectoral rules,synergistic integration of planning and the application of new technological solutions,and so on.This change in governance thinking has not only eliminated the gaps in governance brought aboutby urban boundary barriers,enhanced the efficiency of the spatial allocation of urban public goods,improved the quality of economic and social operations in urban agglomerations,and promoted the cohesion of spatial public values within urban agglomerations,but also facilitated the emergence of a regional"mega-city"in which multiple systems coexist.
