超大城市金融支持低碳发展的制度路径——以上海市为例

摘　　要：金融支持低碳发展是我国目前践行“双碳”目标战略的重要手段,超大城市凭借对周边城市低碳发展的协同引领作用以及资金、技术的溢出效应,可以成为金融支持低碳发展的制度引领者。为了发挥超大城市引领作用,以上海市为例,提出超大城市金融支持低碳发展的制度设计应当从政府、企业和公众维度展开,以实现自然资本保值增值为核心,破除现有制度障碍,分别从健全碳市场制度框架,完善低碳技术激励机制和优化碳普惠机制三个方面着手,完成超大城市金融支持低碳发展的制度建构。Financial support for low-carbon development is an important means for China to implement the"dual carbon"target strategy.Megacities can become institutional leaders in financial support for low-carbon development by leveraging their synergistic leading role in low-carbon development of surrounding cities and the spillover effects of funds and technology.In order to leverage the leading role of megacities,this article takes Shanghai as an example and proposes that the institutional design of financial support for low-carbon development in megacities should be carried out from the perspectives of government,enterprises,and the public,with the core of achieving the preservation and appreciation of natural capital.Existing institutional barriers should be eliminated,and efforts should be made to establish a sound carbon market institutional framework,improve low-carbon technology incentive mechanisms,and optimize carbon inclusive mechanisms to complete the institutional construction of financial support for low-carbon development in megacities.
