摘  要:“引才用才需留才”,分析外籍高技术人才居留意愿的影响因素,可以更好地针对他们的特殊性进行政策支持和跨国社区治理。本文使用在华生活的外国人调查数据,考察了社会网络和社会参与对其居留意愿的影响,并分析了这些影响在不同地区的差异化特征。研究发现:第一,无论是族际交往意愿、累积因果网络、社会支持网络,还是社会参与认知或社会参与行为等因素,都在外籍高技术人才的居留意愿决策中扮演了重要角色;第二,广州、杭州、义乌的外籍高技术人才体现了族裔社区和单位组织的协同作用;第三,长春的外籍高技术人才具有一定的特殊性,主要通过自身人力资本和单位支持嵌入中国社会。鉴此,各城市应系统化建设涉外服务体系,结合当地产业结构精准引进外籍高技术人才,对其进行定期评估与动态调整,充分利用族裔社会资本和单位支持深化社会网络建设,提高其社会参与的频率和质量,提升其居留意愿。To effectively attract and retain global talent,it is crucial to analyze the factors influencing the settlement intentions of highly skilled expatriates,as this analysis is essential for providing policy support and managing transnational communities tailored to their characteristics.Using data from the Survey on Foreign Residents in China,this paper examines the influences of social networks and social engagement on residence intentions,and analyzes the differential characteristics of these influences across various regions.The findings are as follows.First,factors such as the willingness to interact with local society,cumulative causation networks,social support networks,as well as cognitive and behavioral social engagement significantly influence the settlement intentions of high-tech foreign talent.Second,the collaborative effect of ethnic enclaves and organizational units is evident among high-tech expatriates in cities such as Guangzhou,Hangzhou,and Yiwu.Third,expatriates in Changchun exhibit a unique characteristic by integrating into Chinese society through their own human capital anddanweiembeddedness.Based on these findings,this paper proposes the following policy recommendations:cities should systematically develop foreign service systems,attract foreign high-tech talent in alignment with local industrial structures,regularly assess and dynamically adjust policies,and fully leverage ethnic social capital and organizational support.Additionally,priority should be given to strengthening social networks and enhancing both the frequency and quality of social engagement to increase the willingness of foreign high-tech talent to remain.
