摘 要:高校是国家战略科技力量的关键组成部分,承担着基础研究、关键核心技术突破等使命任务,构建高校创新体系对服务国家科技自立自强意义重大。本文深入分析多个典型实践案例,揭示高校创新体系服务科技自立自强的实践路径与运行机制。研究结果表明,多层次全链条型科技服务、点对点技术创新型科技服务以及强制力驱动型科技服务是高校创新体系支撑科技自立自强的主要路径。高校与企业通过设计系统的激励机制与聘用机制,共同开展技术研发、人才培养、科技成果转化等活动,保障高校创新系统的有效运行。基于此,研究建议构建协同创新机制、优化人才培养体系、加快关键核心技术供给,以期为推进高校创新体系支撑科技自立自强提供理论依据和实践启示。Colleges and universities are the key components of national strategic scientific and technological forces,undertaking basic research,key core technology breakthroughs and other missions,and constructing a university innovation system is of great significance in serving the country's scientific and technological self-reliance and self-improvement.This paper analyzes a number of typical practice cases to reveal the practice path and operation mechanism of university innovation system in serving scientific and technological self-reliance and self-improvement.The results of the study show that multi-level full-chain science and technology services,peer-to-peer technology innovative science and technology services,and coercion-driven science and technology services are the main paths of university innovation system to support scientific and technological self-reliance and self-improvement.Through designing systematic incentive mechanism and employment mechanism,universities and enterprises jointly carry out technology research and development,talent training,transformation of scientific and technological achievements and other activities to ensure the effective operation of university innovation system.Based on this,the study suggests building a collaborative innovation mechanism,optimizing the talent training system,and accelerating the supply of key core technologies,with a view to providing theoretical foundation and practical insights for the promotion of university innovation system to support scientific and technological self-reliance and self-improvement.
