公共图书馆法实施视角下的出版物交存实践探析

摘　　要：出版物交存制度是公共图书馆法确立的一项重要法定制度,明确了出版单位向国家图书馆和所在地省级公共图书馆交存正式出版物的规定。为全面了解公共图书馆法实施前后我国出版物交存制度落实的具体情况,笔者所在的国家图书馆研究院对此开展了专题调研,通过问卷调研、座谈交流等方式,梳理了国家图书馆以及全国32家省级公共图书馆的出版物交存工作现状,在此基础上总结了我国出版物交存制度实施的有效经验、存在的突出问题以及进一步完善的对策和建议。The deposit system of publications is an important statutory framework established by the Public Library Law,which specifies that publishers must deposit officially published materials in the National Library and provincial public libraries in their respective locations.To comprehensively assess the implementation of the publication deposit system in China before and after the enforcement of the Public Library Law,the National Library Research Institute,where the authors are based,conducted a special study.Through surveys,focus group discussions,and other methods,the current status of publication deposit work at the National Library and 32 provincial public libraries across the country was reviewed.Based on this,the study summarizes effective experiences,identifies key issues,and proposes countermeasures and recommendations for further improving the implementation of the publication deposit system in China.
