摘　　要：延安时期陕甘宁边区在中国共产党的领导下,将马克思主义普遍原理与中国革命具体实际相结合,开展了建设公共文化机构、组织公共文化活动、生产公共文化产品等事关公共文化服务体系建设的实践探索,发展出一条以满足人民对公共文化服务的需要为价值依归、以为人民服务为根本路向、以建设民族的科学的大众的文化为本质内涵等鲜明特征的公共文化服务体系建设道路,为新时代公共文化服务体系建设积累了宝贵经验,提供了重要启迪。新时代公共文化服务体系建设必须坚持和加强党的领导,必须坚持“人民至上”的原则,必须构建多功能公共文化服务网络。During the Yan’an Period,under the leadership of the Communist Party of China,the Shaanxi-Gansu-Ningxia Border Region combined the general principles of Marxism with the concrete realities of the Chinese revolution,and carried out practical exploration related to the construction of public cultural service systems,such as the construction of public cultural institutions,the organization of public cultural activities,and the production of public cultural products.The development of a public cultural service system construction road with distinct characteristics such as meeting the people’s needs for public cultural services as the value,serving the people as the fundamental direction,and building a national,scientific and popular culture as the essential connotation has accumulated valuable experience and provided important enlightenment for the construction of a public cultural service system in the new era.The construction of public cultural service system in the new era must adhere to and strengthen the leadership of the Party,must adhere to the principle of“people first”,and must build a multi-functional public cultural service network.
