摘　　要：荆江分洪工程是新中国初期长江根治的开端,成规模的劳动力投入是荆江分洪工程短期内取得显著成效的重要原因。荆江分洪工程动工前,唤起荆江水患的历史记忆、强调荆江分洪事关两湖人民,以及宣传分洪工程是光荣伟大的任务,有助于群众形成情感共识。强化思想教育、运用组织力量、塑造劳动模范、开展爱国劳动竞赛对分洪过程中的劳动力动员形成有效维系。劳动力动员提升群众政治觉悟,重塑新的劳动观与集体观,增进对党和国家的政治认同。坚持党的领导是劳动力动员取得成效的根本保障,深入思想动员、密切联系群众、关心群众是劳动力动员基本方针,运用科学动员办法是劳动力动员重要手段。The Jingjiang Flood Diversion Project marked the beginning of the comprehensive management of the Yangtze River in the early days of the People’s Republic of China.The signifi cant scale of labor input was a crucial factor for the Project to achieve remarkable results in a short period of time.Before the commencement of the Project,evoking historical memories of Jingjiang floods,emphasizing that the Jingjiang flood diversion is crucial for the people of Hubei and Hunan,and promoting the flood diversion project as a glorious and great task,helped the masses form an emotional consensus.Strengthening ideological education,utilizing organizational power,shaping model workers,and organizing patriotic labor competitions eff ectively sustained labor mobilization during the fl ood diversion process.Labor mobilization enhanced the political consciousness of the masses,reshaped new labor and collective views,and enhanced political identifi cation with the party and the country.Adhering to the comprehensive leadership of the CPC is the fundamental guarantee for eff ective labor mobilization.Deepening ideological mobilization,maintaining close ties with the masses,and caring for the masses are the basic principles of labor mobilization.Using scientifi c mobilization methods is an important means of labor mobilization.
