摘　　要：国土空间规划是各类开发保护建设活动的基本依据,其体检评估是实现国土空间发展意图、满足人民美好生活需要、促进空间治理体系和治理能力现代化的重要政策工具,对于推进生态文明建设和实现高质量发展有着重要的作用。面向国土空间规划体检评估与实施管理之间的困境,探讨回归空间治理的国土空间规划体检评估的内涵,深入辨析国土空间规划体检评估与实施管理的内在逻辑关系,并立足空间治理视角,明晰国土空间规划体检评估的价值引领。在此基础上,提出“政府—市场—社会”多元治理主体协同下的国土空间规划体检评估与实施管理耦合模式,以“目标定位—指标体系—空间布局—行动计划”的全流程体检评估思路,明确“市(县)域—城区—单元”全域多层级的空间治理重点,构建以空间治理为主线的“问题识别—成因研判—对策建议—任务清单”闭环互馈路径,以为国土空间规划体检评估与实施管理提供理论引领。Territorial spatial planning serves as the foundation for various forms of development,preservation,and construction.Its physical examination evaluation is a critical policy instrument for consolidating territorial space development,addressing the people's aspirations for a better life,advancing the spatial governance system and its modernization capabilities,promoting ecological civilization,and achieving high-quality development.Given the challenges associated with the physical examination evaluation and implementation management of territorial spatial planning,it is essential to investigate the connotation of physical examination evaluation within the context of spatial governance,analyze the intrinsic logic between physical examination evaluation and implementation management,and define the value orientation of physical examination evaluation.A coupling model for the physical examination evaluation and implementation management of territorial spatial planning is proposed under the collaborative framework of"government-market-society".The model incorporates the full-cycle physical examination concept of"goal orientation-indicator framework-spatial configuration-action agenda"across multiple spatial levels,including"municipality,city,and unit".Additionally,a closed-loop feedback mechanism of"problem identification-causal diagnosis-policy recommendations-task inventory"is established to guide spatial governance,thereby providing theoretical support for the physical examination evaluation and implementation management of territorial spatial planning.
