摘　　要：国土空间规划实施评估是高质量发展在国土空间规划层面的根本要求和集中体现,然而现行评估体系存在目标维度割裂、对象识别粗放和尺度适应性不足等问题,基于“物理-事理-人理”(WSR)系统方法论,构建面向高质量发展的国土空间规划实施评估理论框架。在物理层面统筹“形态—规模—质量—治理”四元空间属性、在事理层面衔接“省—都市圈—市”三级事权、在人理层面锚定“粮食安全—绿色生态—高效开发—品质生活”核心目标,形成关键维度与要素属性的交叉评估矩阵。同时,提出遵循“知识转化—韧性治理—价值显化”逻辑的数智化基础建设、以动态评估与弹性管控双向驱动韧性治理、多目标权衡协同引导价值显化的实践路径,为优化国土空间治理效能、落实“多规合一”改革目标提供理论工具与实践范式。Implementation assessment plays a critical role in territorial spatial planning for high-quality development.Nevertheless,the current evaluation system still faces challenges such as disconnection across target dimensions,imprecise identification of evaluation objects,and inappropriate application of scales.Grounded in the methodology of"Wuli-Shili-Renli"(WSR),a theoretical framework is established for the implementation evaluation of territorial spatial planning toward high-quality development.At the physical level(Wuli),the four spatial attributes—morphology,scale,quality,and governance,are integrated into a cohesive structure.At the managerial level(Shili),the three-tiered distribution of authority among provincial,metropolitan,and urban levels is coordinated to ensure effective governance.At the human-centric level(Renli),the core objectives of food security,green ecology,efficient development,and quality life are anchored as guiding principles.Consequently,a cross-evaluative matrix comprising key dimensions and indicators is formulated.Furthermore,a practical pathway is proposed,encompassing intelligent infrastructure construction under the logic of"knowledge transformation-resilient governance-value manifestation",a combined rigid-flexible governance approach,and a multi-objective collaborative model that enhances territorial spatial value transformation.This framework provides both a theoretical tool and a practical paradigm for improving the efficiency of territorial spatial governance and realizing the integration of multiple planning systems.
