摘　　要：国土空间规划实施评估是推动国土空间治理现代化的重要手段,构建适应时代需求且具有普适价值的省级国土空间规划实施评估技术框架与指标体系对于规划的科学实施监督、动态优化调整以及深化“多规合一”改革具有重要意义。以传承内核方法、适配评估维度、融合创新体系为研究思路,提出构建“全周期—全生命”实施评估技术框架体系与“协调性—操作性”实施评估指标体系两项研究任务。一方面,从“全周期—全生命”视角出发,将省级国土空间规划实施评估工作分为年度体检评估、中期成效评估和期末实施评估3个阶段,形成全链条管理的核心环节。另一方面,基于省级规划的协调性要求与评估体系的操作性特点,搭建“两类三层”指标池,遴选并构建包含“4+1”评估维度与21项评估指标的指标体系,并与“全周期—全生命”技术框架相互衔接。以此为省级层面规划实施评估技术性文件的研制开拓思路,为类似实施评估实践工作提供参考。Territorial spatial planning implementation evaluation is an important approach to promote modernization of territorial spatial governance.Establishing a universally applicable technical framework and indicator system for provincial-level territorial spatial planning is essential,as it facilitates rational implementation supervision,dynamic adjustment and optimization,and deepens the"multi-planning integration"reform.By inheriting core methodologies,adapting evaluation dimensions,and integrating innovative systems,two key missions for territorial spatial planning implementation are proposed:a"full-cycle-full-life"technical framework and a"collaborative-operative"indicator system.First,from a"full-cycle-full-life"perspective,provincial-level territorial spatial planning implementation evaluation is categorized into three stages:annual physical examination evaluation,midterm effectiveness evaluation,and final implementation evaluation,which constitute the core components of comprehensive chain management.Second,in response to collaborative and operational requirements,an indicator system comprising"4+1"dimensions and 21 indicators is constructed based on an indicator pool with"two categories and three layers",thereby linking the"full-cycle-full-life"technical framework.This provides a valuable reference for both the theoretical development and practical application of provincial-level territorial spatial planning implementation evaluation.
