人本需求导向下的历史文化街区韧性评估研究——以泉州历史文化街区为例

摘　　要：韧性评估能够指导历史文化街区的风险管理,协调保护与发展的多层次需求,助力街区综合韧性建设。从人本视角识别历史文化街区的内部资源、发展动力和风险扰动,辨析街区的韧性需求,分析历史文化街区韧性系统的构成;借助DPSIR模型构建历史文化街区韧性评估指标体系,并运用主客观综合赋权法确定指标权重。在此基础上,以泉州历史文化街区为例,识别街区的韧性特征,分析居民留住、渐进更新模式与居民外迁、开发运营模式下的街区韧性水平差异,并识别各街区韧性建设障碍度因子,进而从空间更新、文化利用、智慧治理3个方面提出历史文化街区韧性提升策略,以期从韧性评估视角助推历史文化街区的可持续保护和发展。Resilience assessment may guide the risk management of historic and cultural area,coordinate multiple needs of preservation and development,and assist comprehensive resilience construction of the area.From human-centered perspective,the internal resource,development force,and risk disturbance of historic and cultural area are identified.By employing the DPSIR model,an indicator system for assessing the resilience of historic and cultural areas is established,and subjective and objective comprehensive empowerment method is utilized to determine the weights of each indicator.With the historic and cultural area in Quanzhou as an example,the approach is used to summarize the differences in resilience levels between resident retention with incremental renovation and resident relocation coupled with development and operation models.Furthermore,the resilience construction barrier factors of each area are identified.Resilience enhancement strategies are proposed from the perspectives of spatial renovation,cultural utilization,and intelligent governance,in order to contribute to the sustainable protection and development of historic and cultural areas from the perspective of resilience assessment.
