摘　　要：当前国土空间规划实施监测指标体系研究存在重技术功能而轻价值创造、重国内实践而轻国际对话的局限。立足中国规划实践,面向国际视野,兼顾中国价值输出,提出中国市县国土空间规划实施监测指标体系。研究指出:①指标体系在国土空间规划实施监测网络建设中具有基础性中枢作用,需要采取面向国内规划管控实践、面向国际价值输出和面向国际国内交流的3种价值目标;②国际典型监测指标体系的监测目标具有明显的时代阶段性、实践需求性和地域差异性,监测内容突破部门与行业限制,涵盖社会、经济、环境、文化、治理等多维度,重在多维度、多尺度地服务国家重大战略与重大决策;③国土空间规划实施监测指标体系需要瞄准3个目标定位,分别为国土空间高效治理、中国价值对外传播和国际对话交流平台。At present,the CSPON indicator system places greater emphasis on technical application than value creation and prioritizes domestic practice over global dialogue.Drawing on planning practices in China and considering the need for global communication and China's value output,a city and county-level CSPON indices system is proposed.The following points are highlighted:(1)The indicator system plays a crucial role in the construction of CSPON by balancing three core value objectives,namely,domestic planning governance,value output,and global communication;(2)The monitoring objectives of typical overseas indicator systems are phased,pragmatic,and localized,with cross-departmental and multi-disciplinary content covering society,economy,environment,culture,and governance,serving major national strategies and decision-making processes;(3)The CSPON monitoring indicator system should integrate three visions,namely,efficient territorial space governance,China's value output,and global communication.
