摘  要:落实建立健全国土空间规划动态监测评估预警机制的要求,提升国土空间治理水平和促进治理能力现代化,以实现国土空间规划全周期管理为目标,围绕国土空间规划体系主线,提出“指标体系—图谱监测—算法模型”的市级国土空间规划体检评估监测预警机制构建思路。大连市在国土空间规划年度体检评估、“实时体检评估”试点和实施监测网络建设试点工作中,探索市级国土空间规划体检评估监测预警机制思路,细化指标体系落地、图谱监测实施、算法模型创新的实践路径,形成“数字化、网络化、智能化”提升方案,为市县级国土空间规划体检评估监测预警工作的完善提供经验借鉴。To implement and improve the requirements for establishing a dynamic monitoring,evaluation,and early warning mechanism for territorial spatial planning,enhance the governance capacity of territorial space and advance the modernization of governance capabilities,a municipal-level mechanism construction framework centered on the"indicator system-spatial mapping monitoring-algorithm model"trilogy is proposed.Aligned with the overarching goal of achieving full-cycle management of territorial spatial planning and structured around the territorial spatial planning system framework,Dalian City has pioneered practical explorations through its annual health assessment of territorial spatial planning,pilot"real-time health assessment"initiatives,and experimental monitoring network development.The city has refined implementation pathways for operationalizing indicator systems,executing spatial mapping monitoring,and innovating algorithm models.These efforts have yielded enhancement plans for"digitalization,networking,and intelligence"transformation,providing valuable experience and references for optimizing health assessment monitoring and early warning mechanisms in municipal/county-level territorial spatial planning systems.
