摘　　要：数字化场景,应以“最有利于未成年人”价值理念保护未成年人个人信息。规范目的上,信息处理者应结合未成年人特殊性处理其个人信息,在保护与利用之间侧重保护,切实履行未成年人个人信息安全保障义务。价值向度上,未成年人个人信息保护应秉持未成年人利益最大化理念价值、保护弱者法治价值、凸显时代特色发展价值、保障未成年人健康全面发展目的价值。围绕未成年人个人信息保护价值目标实现上,可从宏观层面构建未成年人权益保障机制,中观层面优化多元化主体要素联合配置,微观层面细化侵害未成年人个人信息归责原则等,立体化提出未成年人个人信息保护优化路径,促进未成年人健康全面发展。In the digital scene,the personal information of minors should be protected with the value of“most beneficial to minors”.For the purpose of regulation,information processors should handle the personal information of minors according to their particularity,focus on protection between protection and utilization,and effectively fulfill the obligation of ensuring the security of minorspersonal information.In terms of value,the protection of minorspersonal information upholds the concept value of maximizing the interests of minors,protects the value of the rule of law for the weak,highlights the development value of the times,and guarantees the value of the healthy and Comprehensive development of minors.Focusing on the realization of the value goal of the protection of minorspersonal information,the protection mechanism of minorsrights and interests system can be constructed from the macro level,the joint allocation of diversified main elements can be optimized at the medium level,and the principle of liability for infringement of minorspersonal information can be refined at the micro level,and the optimization path of minorspersonal information protection can be proposed in a three-dimensional way to promote the healthy and Comprehensive development of minors.
