摘　　要：本文以南宁城南垃圾填埋场再开采复用为案例,分析其修复开发过程中在法律法规、体制机制、融资渠道、产业链条和技术工艺等方面面临的问题,基于系统思维角度提出健全法律法规、形成长效机制,推进资金供给侧改革、引导社会资本参与,政校企联动、攻破“卡脖子”技术等方面对策和建议,试图探索出老旧生活垃圾填埋场再利用以及与周边环境融入的方案。This paper uses the case of the reclamation and reuse of the Nanning Chengnan landfill site to analyze the challenges faced during the restoration and development process,including legal and regulatory issues,institutional mechanisms,financing channels,industrial chains,and technological processes.From a systematic perspective,it proposes strategies and suggestions to improve laws and regulations,establish long-term mechanisms,advance the supply-side reform of financing to encourage social capital participation,and enhance government-school-enterprise collaboration to overcome technological bottlenecks.The aim is to explore the reuse of old domestic waste landfill sites and their integration into the surrounding environment.
