摘　　要：詹姆斯一世统治时期,英国渔业衰退,并面临来自荷兰渔业的激烈竞争。为应对渔业问题,英国王室政府采取了限制外国人的捕鱼活动、保护鱼类以及促进国内鱼类消费的管制措施,意图扭转渔业的不利处境。英国的渔业管制不仅是重商主义时代国王治理国家的尝试,也是近代早期英国海洋观念的产物。同时,英国的渔业管制还体现了科学治理的进步理念,并且与社会的传统文化相契合。受英荷现实政治关系的影响,英国的渔业管制政策未能全面落实。尽管如此,该政策仍在一定程度上缓解了英国渔业的颓势,为英国日后渔业的发展提供了有利条件。During the reign of James I,the English fishing industry suffered a decline and faced fierce competition from the Dutch fishing industry.In response to the fisheries’problem,the royal government of England implemented regulatory measures aimed at restricting the fishing activities of foreigners,protecting fish stocks,and promoting domestic fish consumption,with the intention of reversing the unfavorable situation in the fishing industry.The regulation of English fisheries not only represented attempts by monarchs of the mercantilist era to govern the nation,but also emerged as a product of early modern England maritime ideology.Furthermore,the fishing regulations in England embodied progressive notions of scientific governance while aligning with societal traditional cultures.Due to the realities of Anglo-Dutch political relations,the implementation of fishing regulations in England remained incomplete.Nonetheless,these policies alleviated the decline in the English fishing industry to some extent and provided favorable conditions for the future development of England’s fisheries.
