摘  要:地震发生时为提高救援效率,降低人员伤亡与经济损失,将路网受损后的通行能力作为影响震后救援的重要因素,考虑时间窗约束,构建应急疏散与物资配送联合优化模型。结合模型求解特点,设计遗传算法与大规模邻域搜索算法结合的改进遗传算法。结果表明,相较于传统遗传算法,所提算法具有较快的收敛速度及更优的求解结果,总成本降低1.45%。进一步对比应急疏散与物资配送独立优化和联合优化方案以及是否考虑路网受损情况,结果表明,考虑路网受损的应急疏散与物资配送联合优化方案的总成本以及时间惩罚成本相较其它方案有所降低,验证了模型的优越性。构建的模型和设计的算法可以有效地解决考虑路网受损的人员应急疏散与物资配送联合优化问题,提高救援效率,减少地震带来的损失。When an earthquake happened,to enhance the rescue efficiency and minimize casualties and economic losses,the capacity of the damaged road network was regarded as a crucial factor influencing post-earthquake rescue.Considering the time window constraint,a joint optimization model for emergency evacuation and material distribution was established.In line with the characteristics of model solution,an improved genetic algorithm integrating the genetic algorithm and large-scale neighborhood search algorithm was devised.The results of the case study demonstrate that,compared with the traditional genetic algorithm,the proposed algorithm features a faster convergence rate and superior solution outcomes,with the total cost reduced by 1.45%.Further comparisons are made between the independent optimization and joint optimization schemes of emergency evacuation and material distribution,as well as whether the damage of the road network is taken into account.The results reveal that the total cost and time penalty cost of the joint optimization scheme for emergency evacuation and material distribution considering the damage of the road network are lower than those of other schemes,thereby verifying the superiority of the model.The constructed model and the designed algorithm can effectively address the joint optimization problem of emergency evacuation and material distribution considering the damage of the road network,improve the rescue efficiency,and mitigate the losses brought about by earthquakes.
