摘  要:数字文化产业是全球文化竞合最为激烈、文化生产力增长最快、全球治理最为紧迫的前沿领域,也是激发我国全民族文化创新创造活力的关键领域。从定位和内涵上看,数字文化产业是以文化创意内容为核心,依托数字技术进行创作、生产、传播和服务的产业形态、转型过程、人文引领的有机统一。从战略背景看,数字文化产业必须对价值新维度、流量新空间、增长新引擎、治理新秩序作出敏锐因应。从战略重点看,数字文化产业需要聚焦四个方向的创新:价值创新战略、流量创富战略、协同共治战略。从实施路径看,数字文化产业要具备反向因应智慧,开展文化地缘布局,采取内外联动举措,争取最佳战略效应。Digital culture industry is the frontier field with the most intense global cultural competition and cooperation,the fastest growth of cultural productivity and the most urgent global governance,and it is also the key field to stimulate the vitality of cultural innovation and creation of the whole nation in China.From the perspective of positioning and connotation,digital culture industry is the organic unity of industrial form,transformation process,and humanistic leadership with cultural creative content as the core and relying on digital technology for creation,production,dissemination and service.From the strategic background,digital culture industry must respond keenly to the new dimension of value,new space of traffic,new engine of growth and new order of governance.From the strategic focus,digital culture industry needs to focus on four directions of innovation:value innovation strategy,traffic wealth creation strategy,and collaborative governance strategy.From the perspective of implementation path,digital culture industry should have the wisdom of reverse response,carry out cultural geographic layout,and adopt internal and external linkage initiatives to strive for the best strategic effect.
