摘　　要：以协商民主提升基层治理效能,把健全协商民主机制与健全基层民主制度有机结合起来,是进一步全面深化改革、推进中国式现代化的必然选择。以协商民主提升基层治理效能的实质要义在于立足深化改革的时代背景、把握基层治理的多维特征、遵循协商民主的发展态势、聚焦基层协商的民生取向,推动协商民主与基层治理的相互交融、相互促进。以协商民主提升基层治理效能与基层治理现代化的目标要求高度契合,彰显出制度先进性、人民主体性、过程复合性和效能真实性的独特优势。结合全面推进强国建设、民族复兴伟业关键时期的改革部署,构建以协商民主提升基层治理效能的长效机制,需要健全完善联系社会机制、协商监督机制、渠道协同机制以及成果落实机制。Enhancing the efficiency of grassroots governance through consultative democracy,and organically combining the improvement of consultative democratic mechanisms with the strengthening of grassroots democratic systems,is a necessary choice for further comprehensive deepening of reforms and advancing Chinese modernization.The essential significance of enhancing grassroots governance efficiency through consultative democracy lies in:standing on the backdrop of deepening reforms,grasping the multi-dimensional characteristics of grassroots governance,following the development trends of consultative democracy,and focusing on people's livelihood orientation in grassroots consultations,thereby promoting mutual integration and promotion between consultative democracy and grassroots governance.Enhancing grassroots governance efficiency through consultative democracy aligns closely with the goals of grassroots governance modernization,demonstrating unique advantages of institutional advancement,people-centricity,process complexity,and genuine effectiveness.In conjunction with reform deployments during the critical period of comprehensively advancing national strength building and the great rejuvenation of the Chinese nation,establishing a long-term mechanism to enhance grassroots governance efficiency through consultative democracy requires improving social connection mechanisms,consultative supervision mechanisms,channel coordination mechanisms,and outcome implementation mechanisms.
