因地制宜培养新质生产力所需人才的策略研究——基于京津冀三省市的差异化分析

摘　　要：人才是新质生产力发展的重要支撑力,各地须因地制宜,在把握新质生产力人才支撑内涵和培育路径的基础上,瞄准功能定位和产业发展阶段,明确新质生产力条件下的人才需求,充分考虑人才集聚条件,确定自身的人才培养方案。对京津冀三省市而言,北京市作为全国科技创新中心,对人才具有良好的吸引和培育能力,应通过加大人才政策支持力度和高端人才自主培养的方式,培育出能够引领新质生产力的创新型人才;天津市基于自身高端制造业的发展要求,应在强化对口培养方式的同时,培育产业专业技能型人才和生产性服务业特别是金融应用型人才;河北省面临产业转型升级任务,对于高端人才的吸引能力相对较弱,应通过多元化的人才培育方式,集聚一批能够推动传统产业改造升级的应用型人才。Talents are an important supporting force for the development of new quality productivity.Each region needs to adapt to local conditions,grasp the connotation and cultivation path of talent support for new quality productivity,target functional positioning and industrial development stages to establish talent demand under new quality productivity conditions,and fully consider talent aggregation conditions to determine its own talent cultivation plan.For Beijing,Tianjin and Hebei Province,as a national center for scienti.c and technological innovation,Beijing has a good ability to attract and cultivate talents,and should cultivate innovative talents who can lead new quality productivity through independent cultivation of high-end talents by increasing talent policy support;based on the development requirements of its own high-end manufacturing industry,Tianjin should not only strengthen the targeted cultivation method,but also cultivate industry professional skilled talents and productive service industry talents,especially.nancial application-oriented talents;Hebei Province is facing the task of industrial transformation and upgrading,is insu.ciently attractive to high-end talents,and should gather a group of applied talents who can promote the transformation and upgrading of traditional industries through diversi.ed talent cultivation methods.
