摘　　要：创新链产业链资金链人才链融合发展是科技创新驱动产业创新、形成新质生产力的关键路径。文章依据生态系统理论,探索“四链”融合的时代内涵与发展机制,构建“四链”融合发展水平评价指标体系,以2013—2023年河南省18个城市的数据为样本,运用主成分分析法和聚类分析法,对其“四链”融合发展水平进行测算与比较分析。实证结果表明:河南省城市“四链”融合发展不平衡,在18个城市中,除省会城市外,其他城市的“四链”融合发展指数综合得分均低于1,在产业结构、创新资源、科技金融和人才配套等方面基础水平不足,直接影响了“四链”融合发展的整体表现。因此,应通过有效的政策调控,发挥省会城市带动作用,依托国家区域科技创新中心的地位,引领带动各地区实现产业结构调整、产业布局优化、科技创新驱动,促进各地区“四链”深度融合发展。The integrated development of innovation chain,industry chain,capital chain,and talent chain is the key path for technological innovation to drive industrial innovation and form new quality productivity.Based on the ecosystem theory,this paper explores the era connotation and development mechanism of“Four-Chain”integration,constructs an evaluation indicator system for“Four-Chain”integrated development levels,uses data from 18 cities in Henan Province from 2013 to 2023 as samples,and uses principal component analysis and cluster analysis to perform measurement and comparative analysis on“Four-Chain”integrated development levels.The empirical results show that the“Four-Chain”integrated development in various cities in Henan Province is unbalanced;among the 18 Cities,except for the provincial capital city,the comprehensive score of the“Four-Chain”integrated development indicator of other cities is lower than 1;the basic level in industrial structure,innovative resources,science and technology finance,and talent supporting is insu.cient,which directly a.ects the overall performance of the“Four-Chain”integrated development.Therefore,we should leverage the driving role of the provincial capital through effective policy regulation,lead various regions to achieve industrial structure adjustment,industrial layout optimization and science and technology innovation driving by relying on the position of the national regional science and technology innovation center,
