摘　　要：文章围绕2024世界人工智能大会人工智能治理专题八场论坛,系统梳理人工智能面临的风险,包括:技术层面存在数据、模型和系统挑战,社会层面存在伦理、经济和环境风险,国际层面包括全球安全、地缘政治和全球不平等以及资源分配不均等问题;提出人工智能的双重治理目标,包括:社会可持续发展与人本理念为核心;建议通过前沿技术方法研究,社会伦理与政策法律保障,多主体、跨行业、跨学科协同,以及全球治理深化,推动人工智能为人类社会可持续发展做出更大贡献。By systematically summarizing the presentations delivered by experts in eight forums on the topic of AI govenance at the 2024 World Artificial Intelligence Conference,this paper identifies the risks to artificial intelligence.Technically,there are challenges related to data,models,and systems;at the societal level,it faces ethical,ecnomic and environmental risks;at the international level,it has the issues such as global security,geopolitical and global inequalities,and uneven distribution of resources.The paper proposes the dual governance goals for artificial intelligence,which mainly include sustainable social development and people-oriented concepts;and suggests that AI should be promoted to make greater contributions to the sustainable development of human society through research on cutting-edge technological methods,the guarantee of social ethics,policies,and laws,the coordination among multiple institutions across varies industries and disciplines,and the deepening of global governance.
