摘  要:建立公平合理的居民用电碳普惠机制是实现碳排感知和引导社会减碳的前提条件。在碳普惠套餐设计的过程中应充分计及居民差异用电特性,实现对居民碳峰谷时段用电的定向激励及引导。引入动态碳排因子,综合考虑碳配额、基础碳排量和奖惩碳排量,设计居民用电碳信用核算模型;考虑碳普惠套餐成本,以传统居民用电碳信用模型为参考,建立以碳信用偏差最小为目标的居民用电碳普惠套餐决策模型。结合基于碳排峰谷比的居民聚类结果,以5000户居民用电数据验证所提模型具有来源可溯、接受度强、成本可控、靶向激励等特点。Establishing a fair and reasonable residential electricity consumption carbon inclusive mechanism is a precondition for achieving the carbon emission perception and guiding social carbon reduction.The residential differential electricity consumption characteristics should be fully considered in the design process of carbon inclusive package to achieve the targeted incentive and guidance for residential electricity consumption during the peak and valley periods.A dynamic carbon emission factor is introduced,and a carbon credit accounting model for residential electricity consumption is designed comprehensively conside-ring carbon quotas,basic carbon emission and reward and punishment carbon emission.Considering the cost of carbon inclusive package,and taking the traditional residential electricity consumption carbon credit model as a reference,a decision-making model for residential electricity consumption carbon inclusive pac-kage is established with the minimum carbon credit deviation as the object.Combining the residential clustering results based on the peak-to-valley ratio of carbon emission,the electricity consumption data of 5000 households verify that the proposed model has the characteristics of traceability,strong acceptance,controllable cost and targeted incentive.
