摘　　要：法治政府建设是全面依法治国的重点任务和主体工程。在新时代新征程上,深入推进法治政府建设,需要在法治框架内处理好政府与市场、政府与社会、政府与公民、政府与司法四大辩证关系。这四大辩证关系在法治政府建设中具有纲举目张的重大意义。在法治框架内,政府与市场的关系集中体现为,有为政府是有效市场的保障,有效市场是有为政府的边界。政府与社会的关系集中体现为,法治政府引领法治社会形成,法治社会激发法治政府外生动力。政府与公民的关系集中体现为,政府以人民为中心、以公民为主体,以权利为本位平衡权利和权力的关系。政府与司法的关系集中体现为,法治政府尊重并维护司法权威,行政检察监督助力法治政府建设,行政审判监督和支持政府依法行政。The construction of law-based government is a key task and the main project of comprehensively governing the country according to law.In the new era and on the new journey,indepth promotion of the construction of law-based government requires that four dialectical relationships between the government and the market,the government and society,the government and citizen subjects,and the government and the judiciary be handled well within the framework of the rule of law.These four relationships are of great significance in the construction of a law-based government.Within the framework of the rule of law,the relationship between the government and the market is centered on the fact that an effective government is the guarantee of an effective market,and an effective market is the boundary of an effective government.The relationship between the government and society is centered on the fact that the law-based government leads the formation of a society governed by the rule of law,and law-based society stimulates law-based government.The relationship between the government and citizens is centered on the government's focus on the people as the center,and on balancing the relationship between rights and power based on rights.The relationship between the government and the judiciary is mainly reflected in the respect and maintenance of judicial authority by a law-based government,the assistance of administrative prosecutorial supervision in the construction of law-based government,and the supervision and support of administrative trials for the government's administration in accordance with the law.
