摘　　要：探讨并构建一个基于“零碳”约束的新型电力系统规划体系,通过与传统规划体系相比较,提出新的规划理念,并分析“零碳”要素对各环节的约束,在此基础上进一步提出零碳约束下各环节的规划思路及流程。This article aims to explore and construct a new type of power system planning system based on"zero carbon"constraints.By comparing with traditional planning systems,new planning concepts are proposed,and the constraints of"zero carbon"elements on each link are analyzed.Based on this,further planning ideas and processes for each link under carbon constraints are proposed.
