县级融媒体国家治理逻辑:基于基层媒体制度史的研究

摘　　要：文章发现,国家通过媒介深度嵌入县域治理场域,国家治理与技术逻辑耦合影响着基层媒体制度变迁。国家治理逻辑是制度变迁的路径依赖,媒介技术是县域社会治理转型新载体。县级融媒体的建设和发展意味着我国进入“重返四级媒体制度的数字融合时代”。作为整合国家与社会关系的数字化装置,县级融媒体通过新闻宣传、数字政务服务及社会需求反馈等嵌入基层社会治理系统。具体而言,县级融媒体自上而下地进行政治宣传、政策阐释,成为吸纳和反馈基层社会需求的数字基础设施。技术的发展扩展了县级融媒体的功能,使其转换为整合数字政务服务的技术装置。作为县域数字服务机构,县级融媒体形成的是柔性的、濡化的、非强制的国家治理方式,成为对司法、行政等国家正式治理制度的补充。县级媒体的融合过程不仅是技术融合的过程,更是形成基层社会治理共同体的过程。The study finds that the state is so deeply embedded in county governance through the media that the coupling of national governance and technological logic influences the change of the grassroot media system.The path to institutional change is dependent on the logic of national governance,while the media technology is the new vehicle for the conceptual change and transformation of county social governance.The construction and development of county-level integrated media means that China has formed a"return to the digital convergence era of the four-tier media system"As a digital device that integrates the relationship between the state and society,county-level integrated media is embedded in the structure of grassroot social governance system through social nationalization,digital government service and social demand feedback.Specifically,county-level integrated media conducts political propaganda and policy interpretation from top to bottom,becoming a digital infrastructure that absorbs grassroots social needs.The development of technology has expanded the functions of county-level integrated media,transforming it into a technological device for integrating digital government services.As county digital services,county-level integrated media produces a flexible,nurturing,and non-coercive way of state governance,which becomes a complement to the formal state governance system,such as the judiciary and the executive means.The integration of county-level media is not only a technological integration,but also a process of forming a grassroot social governance community.
