摘　　要：目的 分析我国药品集中带量采购政策对药品价格、医院用药、医药企业三方面所产生的影响,并对政策实施过程中出现的问题进行探讨,提出建议,为完善和推进药品集中采购政策提供参考。方法 基于利益相关者理论和文献研究法,从中国知网检索2021—2023年有关药品集中带量采购政策对药品价格、医院用药和医药企业等方面影响的相关文献,进行梳理和分析研究。结果 我国药品集采政策切实降低了药品价格,提升了药品的质量与可及性,保障了患者的用药权益。同时,药品集采增加了医院的药品使用量,规范了药品的使用,提升了医院的医疗服务与运行效率,也激励了医药公司的药品研发。政策执行中尚存在中选药品信任不足、供应不稳定以及中小型药企竞争力不足等问题。结论 鉴于制度的良性效果,在高质量推进带量采购工作扩围扩面的同时,进一步加强集中带量采购中选药品的供应保障、促进中选药品的使用、提升中小型药企创新竞争力。Objective To analyze the impact of China’s centralized quantity based drug procurementpolicy on drug prices,hospital medication,and pharmaceutical enterprises,and to investigate the problems that arise during the implementation of the policy,so as to propose suggestions to provide reference for improving and promoting the centralized drug procurement policy.Methods Based on stakeholder theory and literature research method,relevant literature on the impact of centralized quantity based drug procurement policy on drug prices,hospital medication,and pharmaceutical enterprises from 2021 to 2023 was retrieved from China National Knowledge Infrastructure,and they were sorted,analyzed and studied.Results China’s centralized drug procurement policy effectively reduced drug prices,improved drug quality and accessibility,and safeguarded patients’medication rights.Simultaneously,centralized drug procurement increased the amount of drug use in hospitals,standardized the use of drugs,improved the medical services and operational efficiency of hospitals,and also stimulated drug research and development by pharmaceutical companies.There were still problems in policy implementation,such as insufficient trust in selected drugs,unstable supply,and insufficient competitiveness of small and medium-sized pharmaceutical enterprises.Conclusion Given the positive effects of the system,while promoting the expansion of quantity based procurement work with high quality,it is necessary to further strengthen the supply guarantee of selected drugs in centralized quantity based procurement,promote the use of selected drugs,and enhance the innovation competitiveness of small and medium-sized pharmaceutical enterprises.
