摘  要:新质生产力的发展反映了数字技术革命对生产力的影响,为加速现代化产业体系建设提供重要机遇。有鉴于此,基于2005-2021年全国245个地级市的数据,将城市数字技术创新作为研究对象,运用熵权TOPSIS法对数字技术创新水平进行测度,通过对2010年以来,我国分两批开展的95个低碳试点城市和150个对照样本城市进行多期双重差分法实证分析。研究表明,低碳试点政策对城市数字技术创新具有显著的积极影响,并主要通过增加劳动人员数量、提升土地经济价值和提高技术创新能力实现。同时,政策实施的效果在东部和经济发达地区更显著。因此,为了充分利用数字技术革命带来的生产力跃迁,在推进低碳试点政策的同时,应注重政策的区域协同效应,以推动全国范围内的数字技术创新和产业体系现代化。The development of new quality productivity reflects the impact of the digital technology revolution on productivity,and provides an important opportunity for accelerating the construction of a modern industrial system.In view of this,based on the data of 245 prefecture-level cities in China from 2005 to 2021,this paper takes urban digital technology innovation as the research object,uses the entropy weight TOPSIS method to measure the level of digital technology innovation,and conducts a multi-period difference-in-difference empirical analysis of 95 low-carbon pilot cities and 150 control sample cities in China in two batches since 2010.The results show that the low-carbon pilot policy has a significant positive impact on urban digital technology innovation,and is mainly achieved by increasing the number of workers,improving the economic value of land,and improving technological innovation capabilities.At the same time,the effect of policy implementation is more significant in the eastern and economically developed regions.Therefore,in order to make full use of the productivity leap brought about by the digital technology revolution,we should pay attention to the regional synergy effect of the policies while promoting the low-carbon pilot policy,so as to promote the innovation of digital technology and the modernization of the industrial system nationwide.
