财政教育投入对区域科技创新能力的影响研究

摘　　要：科技创新能力的持续提升,关键在于科教兴国战略的全面落实与坚定实施。文章基于地区层面数据构建面板模型,通过结合投入和产出两个基本维度的区域科技创新能力评价,分别就整体的创新能力以及科技和市场两个公因子,进行了财政教育支出对科技创新能力影响的实证检验。研究结果发现,财政教育支出对整体的区域科技创新能力有显著的正向影响,并且显著受到外商直接投资和信息化发展等的调节。在经过动态面板估计和系列稳健性检验后,前述结论依然成立。同时,财政教育支出对区域科技创新能力的影响存在显著异质性,在整体的推动效应上有较为明显的后发优势,但地区之间的差距在短时间内可能难以逾越;最后,财政教育支出在直接对区域科技创新能力发挥影响的同时,也能够通过经济增长和产业结构等产生间接的影响。The continuous improvement of technological innovation capability depends on the comprehensive implementation and firm implementation of the strategy of rejuvenating the country through science and education.The article constructs a panel model based on regional level data,and conducts empirical tests on the impact of fiscal education expenditure on technological innovation capability by combining the evaluation of regional scientific and technological innovation capability based on the two basic dimensions of input and output,as well as the overall innovation capability and the two common factors of technology and market.The research results found that fiscal education expenditure has a significant positive impact on the overall regional scientific and technological innovation capability,and is significantly regulated by foreign direct investment and information technology development.After dynamic panel estimation and a series of robustness tests,the above conclusion still holds true.At the same time,there is significant heterogeneity in the impact of fiscal education expenditure on regional technological innovation capabilities,with a relatively obvious latecomer advantage in the overall driving effect.However,the gap between regions may be difficult to overcome in the short term;Finally,while fiscal education expenditure has a direct impact on regional technological innovation capabilities,it can also have indirect effects through economic growth and industrial structure.
