摘　　要：宁波港口营商环境优良、企业获得感强,但仍存在港外费用无法做到公开透明、港外收费主体收入结构不合理、船公司向产业链弱势环节转嫁成本等问题,与世界一流强港的要求还有一定距离。本研究在对现状问题深入分析的基础上,提出加强港外费用收费管理、建立行业自律的市场秩序、推进全产业链“无形降费”等对策建议。Ningbo Port has an excellent business environment,enterprises have a strong sense of gain,but there are still problems such as the inability to be transparent and open about the charges outside the port,the unreasonable income structure of the main body of the charges outside the port,and the transfer of costs from the shipping company to the weak links in the industrial chain.There is still a certain distance from the requirements of a world-class strong port.Based on an in-depth analysis of the current problems,this study proposes countermeasures and suggestions to strengthen the management of off-port fees,establish a market order of industry self-discipline,and promote"invisible fee reduction"across the entire industrial chain.
