数字技术何以赋能公众参与环境治理——基于广州“共筑清水梦”平台的案例研究  

How Digital Technology Empowers Public Participation in Environmental Governance—A Case Study of Guangzhou’s“Co-Building Clear Water Dreams”Platform

摘  要:数字技术在社会治理中发挥着越来越重要的作用。运用数字技术回应公众治理需求,增强公众参与效果,已成为学界共识和政府公共治理的策略之一。基于数字治理理论构建出“技术中介”分析框架,对广州市“共筑清水梦”环境治理数字平台实践进行研究发现,基于动员机制和参与机制,数字技术在激发参与意愿和实施参与行为两方面发挥了重要作用。数字技术革新了公众参与方式,实现“数字在场”;激发了公众环境信念,提升环境参与行为,实现了政府力量和社会力量的循环互动。但在公众参与内在动力激发及其持续性方面仍存在不足,应进一步提升公众参与环境治理的意识和公众参与平台使用的效率。Digital technology is playing an increasingly important role in social governance.It has become a consensus in academic communities and one of the strategies in government public governance that digital technology is used to respond to public governance needs and enhance the effectiveness of public participation.Based on digital governance theory,a“technological mediation”analytical framework is constructed.From the perspectives of mobilization and participation mechanisms,this paper makes a study on the practice of Guangzhou’s“Co-building Clear Water Dreams”environmental governance digital platform,and finds that digital technology plays a significant role in both stimulating participation intentions and implementing participation behaviors.Digital technology has revolutionized the ways of public participation,achieving a“digital presence”.It has enhanced public environmental beliefs and improved environmental participation,creating a cycle of interaction between government and social forces.However,there are still deficiencies in stimulating the intrinsic motivation of the public and ensuring the sustainability of their participation.It is necessary to further enhance public awareness of participation in environmental governance and improve the efficiency of public participation platforms.
