法国旧制度后期谷物管制政策中的限价因素探析

摘　　要：谷物管制政策是法国旧制度时期采用的一个经济方面的粮食管理制度,主要内容为限制谷物粮食面粉在各个省份之间的流动,只允许获得销售许可证明的农民和商人进行跨省谷物贸易。重农学派称其为“非理性制度”,认为其妨碍了谷物的自由贸易流通,其实,政府实施谷物管制政策本意上是为了禁止任何个人或团体囤积粮食,哄抬谷物粮食价格。谷物管制政策在经过早期实践和改良后,摒弃了自身的一部分“非理性”因素,在饥荒频发和王权不断扩大的背景下拥有了更多的“理性”因素,客观上促进了全国谷物市场的形成,一定程度上缓解了核心地区的饥荒,维护和巩固了王权的利益。Grain control policy is an economic grain management system adopted during the Ancien Régime of France,whose main content is to restrict the transportation of grain between provinces,and only farmers and merchants with sales permits could engage in cross-provincial grain trade.Although the Physiocrats called it an“irrational system”,arguing that it hindered the free trade of grain,the government’s original intention in implementing this policy was to prevent individuals or groups from hoarding grain and inflating prices.After early practice and improvement,the grain control policy of the Ancien Régime in France discarded some“irrational”elements and gained more“rational”ones.It promoted the national grain market,eased famine in core areas,and maintained the monarchy’s interests.
