摘　　要：[目的/意义]近年来,我国面临海洋方向的安全威胁日趋严峻。对此,必须强化海洋安全保障体系中的情报建设,提升情报服务海洋安全治理及决策的效用。[方法/过程]综合运用文献研究、比较分析、案例论证方法,在厘清相关概念内涵、梳理并评析学界已有情报流程模型的基础上,结合海洋安全事件发生的实际场景与环境条件,构建面向海洋安全保障的情报流程模型,并以福岛核污水排海为案例对模型进行推演。[结果/结论]该模型由目标层、需求层、规划层、业务层、服务层、反馈层、保障层构成,不仅适用于当前保障海洋安全的复杂化场景,还有利于提高海洋安全情报的工作效率。[Purpose/significance]In recent years,our country has been increasingly threatened by security threats from the maritime direction.In this regard,it is necessary to strengthen the intelligence construction in the maritime securi⁃ty system and improve the effectiveness of intelligence in maritime security governance/decision-making.[Method/pro⁃cess]Comprehensively applying the methods of literature research,comparative analysis and case demonstration,on the basis of clarifying the connotation of relevant concepts,sorting out and evaluating the existing intelligence process models in the academic community,combined with the actual scenarios of maritime security incidents,construct an in⁃telligence process model for maritime security assurance and take Fukushima nuclear sewage discharged into the sea as a case.[Result/conclusion]The model is composed of the target layer,the demand layer,the business layer,the ser⁃vice layer,the feedback layer,and the support layer,which is not only suitable for the current complex scenarios of en⁃suring maritime security,but also conducive to improving the work efficiency of marine security intelligence.
