多空间尺度水治理视角下的深圳与大湾区区域关系重塑

摘  要:从珠三角到大湾区,水是其中塑造和再塑造“城市-区域关系”的核心自然资源要素,同时也是重要的政治和人工景观要素。历史上,珠三角地区被江河入海带动泥沙淤积,及人工筑围、堆填改变陆海界面等水陆互搏过程所深刻影响。在当代,东江、西江水系,与复杂的人工调水基础设施,支撑了连绵城镇化发展,形成了此地从“网络式的、容易变动、充满竞争的城镇体系”,到“去边界化显著”的大湾区格局。受自然地理和气候等条件影响,深圳作为一个特区城市在大湾区的崛起中,始终面临水资源匮乏与快速城市化发展的矛盾。为化解这种矛盾,深圳经历了从地方间协商到区域统筹以调取水资源的不同阶段,发生了与国家、省、其他地市和香港地区等多尺度治理主体之间的互动过程。本文基于地方档案文献、访谈和历史地图图形分析,回溯深圳地区从宝安县到经济特区、再到“中国特色社会主义先行示范区”的水资源获取及其规划,探讨水资源跨区转移如何从水循环、社会经济、政治和城市建设等方面重新定义深圳的“城市-区域关系”。文章发现,深圳在愈来愈依赖区域水资源供给的过程中,增强了与区域的一体化进程,增强了与地方和省政府间的协商能力,在不断变化的城镇网络等级序列中贡献了不平等的生态影响,并开始尝试作出生态补偿。文章关注城市与区域环境的互动过程,为城市-区域关系研究引入水资源要素的新视角,并对理解粤港澳大湾区区域资源分配、环境变迁、多尺度治理主体互动关系提供新的思路和认识。From the Pearl River Delta to the Greater Bay Area,water serves as a central natural resource element shaping and reshaping"city-region relationship",while also representing significant political and artificial landscape features.Historically,the Pearl River Delta was deeply influenced by sediment deposition from rivers and human interventions such as land reclamation and the reconfiguration of the land-sea interface.In contemporary times,the Dongjiang and Xijiang water systems,along with complex artificial water transfer infrastructures,have supported continuous urbanization,transforming the region from a"networked,fluid,competitive urban system"into a"de-bordered,highly integrated Greater Bay Area."Due to geography and climatic conditions,Shenzhen,as a Special Economic Zone,has faced ongoing challenges of water scarcity alongside rapid urbanization within the Greater Bay Area.To mitigate these issues,Shenzhen has adopted various approaches to water resource allocation,from local negotiations to regional coordination,involving multi-scalar interactions with national,provincial,and local governments as well as Hong Kong region.Drawing on local archival documents,interviews,and historical maps,this study traces Shenzhen’s water resource acquisition and planning trajectory from its roots in Bao’an County to its development as a Special Economic Zone and ultimately as a"Pilot Demonstration Area of Socialism with Chinese Characteristics."It explores how interregional water transfers redefine Shenzhen’s"city-region relationships"through the lenses of hydrological cycles,socio-economics,politics,and urban development.The findings reveal that as Shenzhen becomes increasingly reliant on regional water supply,it fosters deeper integration with the region,enhances its negotiation capacity with local and provincial governments,contributes unequal ecological impacts within the evolving urban network hierarchy,and begins to explore ecological compensation.This paper introduces water resources as a new lens for examining
