摘 要:本文探讨在城市用地紧缺与公共服务标准提升的背景下,社区公共服务的创新路径。研究以“国营食堂”现象为切入点,聚焦空间策略与运营机制两大议题:空间层面,论证香港“市政大厦”垂直复合型建筑在集约用地、功能集成及活力激发等方面的优势,提出深圳福田等高密度城区可植入此类建筑,优化“15分钟生活圈”服务覆盖;运营层面,通过分析香港地区多部门协同管理与巴西SESC综合体公私合营模式,揭示制度创新对服务可持续性的关键作用,为应对城市化进程中的公共服务挑战提供实践参考。This article explores innovative pathways for community public services in the context of urban land scarcity and rising public service standards.Beginning with the phenomenon of"state-run communal canteens",the study focuses on two key dimensions:spatial strategies and operational mechanisms.On spatial strategies,it examines the advantages of Hong Kong's Municipal Services Buildings as vertically integrated structures in terms of land efficiency,functional integration,and urban vitality.The study proposes that such buildings can be introduced in high-density districts such as Futian,Shenzhen,to enhance service coverage within the"15-minute life circle."On operational mechanisms,through an analysis of Hong Kong region's multidepartmental coordinated management and Brazil's SESC Complex public-private partnership model,the article highlights the critical role of institutional innovation in ensuring service sustainability.It offers practical insights for addressing public service challenges in the process of urbanization.
