摘　　要：随着人口老龄化的持续加剧,我国养老服务体制改革势在必行。长期护理保险是人口老龄化背景下一项增进民生福祉的制度安排,对各试点城市在参保范围、筹资模式、评估机制和待遇给付等方面的运行情况进行分析,发现当前我国长期护理保险正面临着参保范围有限、筹资机制不健全、待遇给付差异大、护理人员存在缺口等困境。基于此,未来长期护理保险应坚持以实质公平为目标、协同发展为方向、健康管理为理念、优质服务为根本的发展思路,推进制度规范化建设,建立可持续性筹资机制,完善多方协作服务体系,加强智能化建设,从而推动我国长护险的全面推广。With the intensifying aging population,the reform of China’s pension service system has become imperative.Long-term care insurance is an institutional arrangement designed to enhance people’s well-being in the context of population aging.An analysis of pilot cities in terms of insurance coverage,financing methods,evaluation mechanisms,and benefit payments reveals that China’s long-term care insurance currently faces several challenges,including limited coverage,an underdeveloped financing mechanism,significant disparities in benefits and payments,and a shortage of nursing personnel.Moving forward,long-term care insurance should adhere to a development strategy that prioritizes substantive fairness,emphasizes coordinated development,embraces health prevention as a guiding concept,and establishes high-quality services as its foundation.This approach should aim to gradually achieve standardized system construction,a sustainable financing mechanism,a multi-party collaborative service system,and the integration of intelligent modern information technologies,ultimately advancing the comprehensive implementation of long-term care insurance across China.
