摘 要:规划编制技术是国土空间规划体系构建的关键环节和重要基础。在已有实践和研究的基础上,围绕国土空间规划编制技术展开讨论。首先,界定国土空间规划编制技术的概念内涵,辨析了技术和方法、规划编制技术与其他各专项领域技术以及规划其他环节技术的关系。其次,深化对规划编制技术研究的相关认识,提出规划编制技术研究要处理好过去分设于不同部门的各类空间规划中存在的老问题和国土空间规划改革后面临的新问题的关系、国家和地方实践的关系,重点需要强化思维方式对规划编制技术的引领作用,进而提出“空间、体系、实施、存量、治理、设计和数字化”7个维度下思维方式的转变。最后,重点探讨了规划编制技术研究的4个重要方向,包括要素分析,空间分区识别、组织、管理,规划实施传导,以及应对数字化变革等方面的技术方法,旨在为国土空间规划提供技术支撑,提升国土空间规划治理能力。Planning formulation technology is a key step and an important foundation for the establishment of the territorial spatial planning system.Based on existing practices and research,this paper discusses critical issues in spatial planning formulation technology.First,the paper clarifies the conceptual connotation of spatial planning formulation technology,and analyzes the relationship between technology and methods,the technology of planning formulation and other specialized fields,and other aspects of planning technology.Second,it deepens the understanding related to the study of planning formulation technology,addressing the relationship between old issues of spatial planning from different departments in the past and new issues arising from territorial spatial planning reform,as well as the relationship between national and local practices.It emphasizes the need to strengthen the role of thinking mode in guiding planning formulation technology and proposes a shift in thinking mode across seven dimensions:space,system,implementation,stock,governance,design,and digitalization.Lastly,the paper discusses four key research directions for planning formulation technology:technical methods for element analysis;technical methods for spatial zoning identification,organization,and management;technical methods for planning implementation transmission;and technical methods for responding to digital transformation,aiming to provide a solid technical foundation for improving the capability of territorial spatial planning governance.
