北斗系统在石油石化行业公共安全领域的应用研究

摘　　要：北斗系统是中国自主研发和建设的全球卫星导航系统,在国民经济建设与人民生产生活中发挥着不可替代的支撑作用。简要阐述了北斗系统及其应用成果,系统分析了石油石化行业基于北斗系统的时空信息安全应用,重点介绍了北斗系统在石油石化行业公共安全领域,特别是人员管理、车辆调度与运输监控、巡检作业与设备维护、高精度测量与精确时间同步、风险预警与应急管理等多种典型应用场景,分析了在当前北斗系统规模应用进入市场化、产业化、国际化发展的关键阶段,石油石化行业对时空信息的实时性、定位精度、安全性要求更高,更加重视授时、协同与联动等应用需求。在此基础上,着重探索了在石油石化行业公共安全工作中,北斗系统在装备研制与平台优化推广、核心要地空域防御、北斗替代、北斗短报文等重点领域的推动作用。研究成果旨在为石油石化企业的公共安全工作提供理论支持和技术路径。The Beidou System is a global satellite navigation system independently developed and built by China,which plays an irreplaceable supporting role in national economic construction and people's production and life.The Beidou system and its application results were briefly described,the application of time-space information security based on Beidou in the petroleum and petrochemical industry was systematically analyzed.The application scenarios of Beidou System in the public security field of petroleum and petrochemical industry,especially personnel management,vehicle scheduling and transportation monitoring,inspection operations and equipment maintenance,high-precision measurement and accurate time synchronization,risk early warning and emergency management were mainly introduced,and the key stage of market-oriented,industrialized and international development of the current Beidou System scale application was analyzed.The petroleum and petrochemical industry had higher requirements for real-time,positioning accuracy and security of space-time information,and payed more attention to application requirements such as timing,collaboration and linkage.On this basis,the promotion role of Beidou System in key areas such as equipment development,platform optimization and promotion,core area airspace defense,Beidou System replacement,and Beidou System short message in the public safety work of petroleum and petrochemical systems was emphatically explored.The research results aimed to provide theoretical support and technical path for public safety work in petroleum and petrochemical enterprises.
