摘  要:基于黄河流域生态保护和高质量发展的宏观背景,梳理了当前情势下黄河河口综合治理和黄河三角洲生态保护的主要目标任务,从入海流路运用、防洪安全、水沙资源供给三个方面阐述了二者的相互关系:入海流路的行河过水决定了当地生态系统的多元化发育态势和生态保护与修复的发展方向;行洪范围与自然保护区范围的相互叠加使二者必然相互影响甚至相互干扰;科学谋划构建黄河入海水沙资源的供给量与时空分配对黄河三角洲生态保护至关重要。此外,以水沙资源的依赖性、治理工程的冲突性为例,分析了黄河河口综合治理与生态保护的关系属性。分析指出:防洪安全与水沙资源供给是黄河三角洲生态保护得以持续健康稳定发展的重要保障和基础条件。在未来一个时期内,应从强化科技支撑力度、构建配套政策体系、优化入海水沙时空分配格局等三个方面入手,深入推进和实现黄河河口综合治理与生态保护协同发展。Based on macro background of ecological protection and high-quality development in the Yellow River Basin,main targets and present tasks of comprehensive governance of Yellow River Estuary and ecological protection in the Yellow River Delta are summarized.The relationship between this two aspects are explained from three aspects of route of the estuary,flood control safety and supply of water and sediment resources.The route of estuary flow determines the diversified trend of local ecosystem and direction of ecological protection and restoration.Overlapping of scopes of flood discharge and nature reserves affects or even interferes with each other.Scientific planning for spatial-temporal allocation and supply of water and sediment resources from the Yellow River into the sea are crucial for ecological protection in the Yellow River Delta.Besides,taking dependence on water and sediment resources and conflicting nature of control structures as examples,we analyzed the relationship between comprehensive governance of Yellow River Estuary and ecological protection which indicate that flood control safety and supply of water and sediment resources play key roles for sustainable,healthy and stable development of the delta.In the coming period,we should focus on three tasks of strengthening scientific research and development,establishing a counterpart policy mechanism and optimizing spatial-temporal distribution of water and sediment to achieve collaborative development.
